Unless your garage is underground it would not be possible to have a "tornado and hurricane proof" panic room above the garage. The panic room would prove relatively useless if the structural integrity of the garage doesn't hold up. The garage blows away..meanwhile you're locked inside an over-sized metal box that's now plummeting to the ground..maybe rolling down the street like 6-sided dice if the winds are high enough.

Weather and bomb shelters, etc. are built below ground for the sole reason that they need to be. It can be done above ground, but the amount of concrete etc. needed to anchor it make it a ridiculous expense and borderline unreasonable task.

An above-ground "safe room" like you describe can probably be done for $40,000-60,000 (reinforced Kevlar walls is not something that your local handyman can handle). You would need to completely rebuild the floor and ceiling in addition to the walls. It also also not be completely weather-proof and would provide minimal added protection in the event of a major explosion. An actual Panic Room that was weather proof and still had the amenities you seek would probably run well over $80,000-100,000 and would need to be underground.
